I'm having trouble with my 95 12v p pump. After starting fluid is used it start and runs great above 1000rpm anything under 900 it is sluggish till 1100 then snappy 18° of advance on the pump. High pressure eletric pump feeding lift pump, heater eliminated checked all return lines and fittings can't seem to find air leak. Solenoid is working properly. Ideas? I have a aftermarket fuel pressure regulator/snubber. New filter also symptoms haven't changed. Rod

There are dozens of threads about hard starting. With the tiny amount of info you have provided any response you get will be a guess. I caution you about using starting fluid. It and the grid heaters are an explosion waiting to happen. This is a confusing statement, could you clarify? "runs great above 1000rpm anything under 900 it is sluggish till 1100 then snappy" Are you trying to drive it at the those RPM? Also, why would did you put an electric pump in the system?
 
Eletric pump is because we have a 225 gallon tank behind cab that has veggie oil in it. And I know about the grid heaters and if you are cranking and then spray you are fine as the airflow keeps the heaters below temp to ignite starting fluid. No the sequence I stated above is in the garage in park running. I'm pretty sure I have a air leak on the return line and will change it tonight. It is a special hose for veggie oil. This isn't my first rodeo I have 455k on my other truck on veggie with no problems.
 
Is your other truck set at advanced to 18 also ? Seems I read that when you advance timing that much it is hard to start in cold weather but that mite not start until you are in the 20 degree advance range.

Also veggie oil gels sooner then diesel, it also a tracks water more. Which I am sure you know.

How about over-flow valve on the injector pump. That can cause a lot of misery if the ball is stuck in outlet passage to the return line (From the pump to valve/ return hose). The spring in over-flow valve could of got weak.
