This morning I started experiencing, what I think is a brake booster problem.

I am hearing a loud whine that gets quiter at higher RPMs, and I can feel a vibration in the floor. When I step on the brake, the pedal jumps, or sometimes pulsates, similar to anti-lock brakes. It might have something to do with the temperature because we are in the low teens.

When I release the pedal, it doesn't come right back up, it is slow to rebound. Does anyone have an idea of what might be causing this to happen?

Pulsation can be caused by anti-lock brake system being activated. But only if you jam breaks real hard. So will go onto other areas.
Pedal pulsation-causes components that are loose or out of tolerance limits,disc brake rotors to much lateral run out or thickness variations,or out of round drums. Also wheel loose bearings or calpers, worn or damaged tires.
Hard pedal or high pedal effort, do you consider that as jumping? If so lining could be watered logged, contaminated,glazed or badly worn. The power booster or booster check valve could be bad.
Whine? How about low power steering fluid? But mite be wheel bearings.
Slow pedal return, I think low/worn brake linings or low brake fluid could cause this.

I have gotten the whine before when starting at 15 to 20 degrees. It was coming from the powersteering pump. Doesn't like the cold at all. There's another post somewhere about a similar problem. If your truck has the same hydroboost setup like the 01' that could explain the vibration because the powersteering pump is starving for oil until it warms up. Pumping foam instead of oil.
 
Mine did that and it was because the power steering/ hydroboost brake control fluid was contaminated by water. I sucked it all out in three separate times and added in Lucas Power steering stop leak and fix until the whole fluid in the container was Lucas. Problem solved.

My '95s will do the same thing if the temps drop below 20°. Plugging in the block heater will heat the steering/booster oil enough to prevent it.
 
I went ahead and flushed the power steering pump, and it seems to have fixed it. Thanks for all the help.
