I've blown the headgasket on the front under the thermostat housing as others have done. What are opinions to purchasing a new set of head bolts from Cummins vs studs from ARP? I know the studs are better, but am looking at it from a cost standpoint currently.

Also, is anyone willing to post the Cummins part numbers for the gaskets needed?

From the cost standpoint - don't replace them.

Clean them up, measure them and reuse them if the are in tolerance.

The gamble is ... if you need to replace... . you will be down while waiting for the bolts.
Mine had plenty of length left.
 
My HG started leaking oil in the front after my turbo and injector upgrades. I just bought new headbolts from Cummins and torqued them to 130 ft lbs. The trick is to torque in small increments, and wait in between torques. After 110, i went up 5lb each time, but waited 30 mins to an hour between each torque. I have a 64/71/14 and 150's. I haven't had any issues @ 45psi
