Both of mine have developed leaks at one time or another. I took it out, took the bulbs out, and ran hot water in them to rinse them out and blew air in them until they were dry. Take clear silicone and run a small bead all the way around where the clear lens is glued to the reflector body and then smooth it out with your finger. Haven't had a leak since.
I had the one's out of my dad's truck this past weekend... they have a small vent (like a differential breather) in the bottom corner. Make sure that's loose and free... they will build condensation if they can't vent.
I have gotten fog lights from ebay several times due to mine being damaged by rocks/road debris. usually they come without bulbs, but they can be had for as little as $15 a light and have been fine for me.
