2nd Gen Non-Engine/Transmission Headlight changes

When did DC change the headlights on our trucks? The lights on my '98 and '99 were terrible, but the lights on my '02 and a friends '01. 5 are much better. They ain't as good as a Phurd by any stretch, but they're the best lights I've seen on a non-Sport Dodge truck. What did they change?
