Engine/Transmission (1994 - 1998) Help - Bad Horn Ground

I just traced an inoperative horn down to a bad ground on the steering column. So, I grounded the steering column with a jump wire, the horn worked but the truck would not start. I suspect this condition occurred due to the ignition switch now being grounded. Anyway, where and how does the steering wheel get grounded so the horn switch(s) will work? The horn switch grounding wire is connected to the steering wheel, but the wheel has and open resistance. I noticed the steering column mounting bolts to the dash are insulated and not grounded to the dash. Any help on solving this problem would be greatly appreciated. Thanks.
