Engine/Transmission (1998.5 - 2002) Help Please! Stuck Throttle.

Just finished installing the new lift pump. I must have done something because when I went to pump the pedal, it was stiff and would not move. I pressed hard and it now works fine, BUT, when it starts, the throttle is like 2800RPM and steady. Any ideas?

never mind, turns out it was the throttle cale I had pulled and it was stuck...
