The voltage regulator on my '97 went out (in the ECM) and I didn't want to spend $500 replacing the computer so I bought a used ECM from a junk yard and it worked fine- for about 6 months. Yesterday, I started the truck and the voltage gauge was jumping back and forth and finally did settle down (charging) after about 10 miles on the highway. I got into city traffic and it seemed o. k. so I shut off the truck and when I restarted it it was discharging until I got down the road a couple of miles again. HELP!!! Do you think it's the ECM again? If so, what's the procedure for replacing the regulator with an external one?

be fore jumping to conclusions I doubt that the regulator in PCM goes out that quick, actually I would think it would last many many years. Try battery tempature guage(this would include wires, connections, grounds).
I would also check ASD relay(Automatic shut down)this relay I believe send current to PCM(actually EVR inside PCM)Once again check wires connections grounds. The engine speed sensor turns this relay on.
The EVR(regulator) regulates generator out put by monitoring tempature readings and system line voltage.
If either battery temp or ASD relay can not send info for what ever reason to EVR. You won't be charging. Battery temp sensor under battery tray drivers side.

Also check your alternator for a possible stuck brush. I've had that happen a couple times over the years.
