Engine/Transmission (1998.5 - 2002) Help with trouble code

I am helping about my brother in law with a code. His truck is a 99 3500, CTD. The code is P1596 which shows input voltage for speed control too high. Is there two speed sensors on the vehicle? One for the cruise and one for the speedo? The speedo works fine, the cruise won't work at all.

Correction, it is a 2001 5 speed. And the airbag light is on too.

Has he had the Clockspring recall done? Try a search on "P1596" it comes up with about 5 threads with some good information.
