hi

i have a 1991 . 5 3/4 ton 5 speed 4x4 ,, while i was on my way up north to go hunting my alternator fried my voltage regulator and then my battery it was late at night , so all i could do was keep driving. the next morning i had to push start the truck to get it running to drive into town and buy parts but on the way to town my wind shield whippers suddenly came on full speed (they were off) they ran for about 10 seonds and then shut off again, about 15 seconds later they did the same thing , just after they stoped the second time i smelled smoke inside the cab so i pulled over and shut the truck off. After looking at the wires i checked the fuses and found that the windshield whiper fuse blew and stared to melt the inside of the fuse so , i think the plastic melting is what i smelled , i hitch hiked in to town and got a new battery, voltage regulator, and alternator after installing these i went though my fuses and had to replace my guage fuse , wind shield whiper fuse, and radio fuse ,, the radio and the guages still dont work even though the are getting power to the fuse and the wind shield whipers now stay on low speed( can not be shut off) i tried to describe what happend as good as i can DOES ANYONE HAVE AN IDEA WHAT IS GOING ON
 
i had a very simmilar thing happen to me over the summer, when i bought my truck there was major wiring problems, underhood and incab, to make a long story short, i had alternator probs i thought, because the batt wouldent charge and hold a charge, so i switched out the batt, had the alt tested and it showed good, so hopped on tdr and found out the voltage reg's went in the pcm's so i installed the original external style Voltage Reg. and still had problems off and on, so then i replaced the batt and the alternator and the charging system has been working since then, now to the radio and guages, i never had a prob with the guages but my radio and w/s wipers did the same thing, i actually fried the radio some how? and the w/s wipers still do not work, the fueses were blown/melted just as yours were, i replaced the radio w/ one out of another dodge i have and it has worked fine since. , sorry about the long post just thought i'd give my insight
 
Low voltage causes all kinds of issues , along with the low voltage you had a spike , as the alt/reg stop & start working , you can get the spike & kill things .
Replace any melted wires , pits & pieces .
 
Personally I would start over with another complete wiring harness for it. Tracking down those electrical gremlins can be tough. Once in a while you find them on EBAY.
