Using J. C. Whitney's $29. 95 kit, you MUST IGNORE the sheet that says that Dodges use a three wire hookup; the Dodge uses a five wire hookup; better, but not perfect, instructions are given at their website, www.icdynamics.com, but the wires are easier to get at behind the passenger kick panel than behind the driver kick panel that the website specifies!
BE SURE TO HAVE AT LEAST NINE OR TEN 10 AMP NEW STYLE FUSES ON HAND. EVERY TIME YOU GUESS WRONG, YOU'LL POP ONE!
1. Remove the passenger side kick panel.
2. Pull the wire bundle free from the fender access hole and remove the wrapping that holds the bundle together.
3. Identify the pink/violet and orange/violet wires.
4. Cut the two identified wires in half, leaving plenty of length on both ends.
5. Follow the instructions for the five-wire hookup that comes with the kit, REMEMBERING THAT ORANGE LOCKS AND PINK UNLOCKS.
6. Mount the receiver assembly under the cover on the hump on the floor or anywhere else that's fairly accessable and route the wiring. Unless you're playing with the unlock lock remote while you're driving, it should not affect the ECM if you mount it under the hump cover.
7. Attach the white and red wires to a always-hot terminal. I used an unused fuse socket in the fuse panel and a spade connector.
BE SURE TO TEST THE UNIT THOROUGHLY BEFORE CRIMPING OR SOLDERING ANY CONNECTIONS!!! IF YOU BLOW FUSES DURING TESTING, THEN YOU NEED TO REVERSE YOUR YELLOW AND BLUE CONNECTIONS OR YOUR GREEN AND GREY CONNECTIONS.

Illflem has suggested using the trunk release button to operate the horn. You could also use it to flash the parking lights. It's there for whatever you want to use it for!
