Engine/Transmission (1998.5 - 2002) Hesitation Problem

I am having a hesitation problem or i think that is what it is. This happens when I'm running around 1600 rpm & mash the fuel feed pedal. It will kinda chug, if it were a gas engine like spark miss.

I have a 98. 5 24V. When I have the trottle mashed to the floor on hills towing heavy, I sometimes get hesitation, or what seems like a complete instantaneous cut out of power... I have not been able to get this fixed. it does not raise codes, only happens occasionally... sounds similar
