Whenever I use the cruise control for more than 5-6 minutes or so the engine will idle at 825-1000 RPM after disengaging and coming to a stop. The engine will return to normal idle if I shut down for 5-10 seconds and restart. The most annoying part of this is that the exhaust brake will not come on due to the higher than normal idle speed. Most annoying when towing the trailer and the ebrake is not there when I expect it to be.



Do any of you have any suggestions as to what the fix is for this?
 
The fact that your exhaust brake does not come on means that the throttle linkage has not returned to the normal idle position which would close the e-brake switch. Perhaps the cruise control linkage is hanging up somehow or needs adjusted (if that is possible).
 
Ok, The APPS has been suspect for a while. I have not had the dead pedal but of recent I have noticed that while driving without the cruise control there is a very slight intermittant surge also. Might this be another symtom of a failing APPS?
 
Do the key on/off 3 times and read the codes in the odometer window. Write them down and search code number to reason to see what's going on.
