Can you order a 3rd gen truck with a VW diesel rabbit engine???

Just go to the dealer and tell them you want it enabled. It only takes a couple of minutes for the tech to turn it on via the diagnostic test tool. There is no download type reflash, the programming is already in the truck.
 
It should already

be actived. My 05 idles right up to 1000 rpm if it's below 32 and I let it sit at idle for 2mins30secs or more. Even does it if you've been driving and the temp is REAL cold, like it was last Sunday. Parked outside a Quick stop after driving with the OAT at 15 degrees for several miles... wife and kids went in the store and I stayed with the pickup... ilded right up after the obligatory 2+30.

The automatic high-idle should already work as Loren said. When it's cold enough, the engine will ramp up to about 1000 RPM all by itself.

The manual high-idle may or may not already be enabled. With the truck stopped, in Park, and your foot off the brake, turn on the cruise control and hit the "Set" button. It will immediately ramp up to 1100 RPM if the feature is enabled. Use the "Accel" and "Decel" buttons to adjust it anywhere between 1100 and 1500 RPM.

If it doesn't work, the dealer will have to enable it.

I had to get the Cruise fast Idle enabled to get it to work on mine. It took 10mins @ a dealership that knows nothing about the 5. 9. The auto ramp up to 1000rpm worked from factory.
 
The automatic one works all by itself on a manual. The manual one appears to not work because some idiot at DC decided the parking brake wouldn't be a sufficient interlock to allow us rowers to safely have manual high idle. Or they simply didn't realize we might want it. As far as I'm concerned the manual high idler (operated with the cruise) should be able to be used on the manual too since the 05 is a fly by wire system, with nothing physical it needs to actuate, it should just tell the ECM you're requesting a higher engine speed and it'll adjust fueling rates accordingly.



Either way I have yet to figure out who I can send mail and/or email or place a telephone call to in order to help light a fire under DC to get them to allow us to enable the high idle feature so us manual transmission people don't have to buy an aftermarket high idler to get the truck to do what it should do automatically.
 
No need to have your foot on the brake, in fact I think that would preclude it from working as a tap on the brake drops the idle back down by deactivating the cruise. I set mine in the morning without ever stepping foot in the truck :)
