HO engine available in CA in 04?

I have the misfortune of having to live in the Peoples Republik of Kalifornia at the moment. As most of you are probably aware, you can't get the HO in CA. I have spoken to dealers elsewhere who have told me that they're throwing more emissions equipment on the 04 HO (outside CA). My question is this: Are they doing this so that they can finally sell the HO in CA, or is this mandated by the federales so that they can continue selling it everywhere else?



As soon as the 04s come in, I'm getting one, just hope I can make it a HO. If not, I'll still take the SO over the other two.

The local cummins shop had an open house here in may. One of the topics was the HO. Now I can't remember for sure if it was 04 or 05 but the factory cummins rep said that the ho would be in Calif because the fed epa regs were tightened up and that the new fed regs were as much or more than the calif regs so that there would be no more calif versions of their engines they would all be the same. FWIW
