another scam

I am sitting at school right now in my apartment listening to the scanner, one of our campus cops just got shot! damn... I need to turn 21 quick so I can get concealed carry, I hate this city... No one ever move to Williamsport, Pa!

I anxiously await the day I am legally allowed to defend myself... this city has a TON of crime thanks to a mayor a few decades back that allowed philly's criminals to bed down here when they were released... The cop is in stable condition thank god, and they caught the guy 4 hours after the shooting 20 miles or so away...

I'm curious as to why a campus cop was responding to an incident off campus. I would think the city should have been called for that. What is a campus cop's jurisdiction?

Our campus cops cover a radius around campus of 1 block I believe, there was a complaint of fireworks being shot off at a house on Vine Ave. which is primarily student housing. Someone tried to explain to me one time how it all works, I am not sure if this is correct, but they said that Penn College Cops are officially Williamsport cops but they are paid by penn college for penn college use...

That's true. Most campus police officers are real "peace officers". They have just as much jurisdiction off campus as on in most states.

I went to college in California, and the campus police there were California state police officers. They had full police powers anywhere in the state.

i go to penn college also. i know that they can write tickets for spinning the tires, loud music, no turnsignals, that kind of thing. i'm not sure if they have speed enforceing equipment in there cars or not. penn college police work closely with town cops in the area and are often dispatched to calls to assist the town cops.
 
The way it was explained to me was like this. in the 70's and 80's Williamsport had a nice Drug rehab center that was state sponsored. Philadelphia discovered that they could deal with there drug problem 2 ways. First arrest them, then sentence them to time in the Williamsport drug rehab center. (and tell them if they are seen in Phila again they will be re-arrested)



When most of these "users" got out of rehab, they had no way back to Phila (or relized they were not allowed back) so they stayed in Williamsport. Phila ended up with less drug users on the street. Now Williamsport is, well you guessed it.
