2nd Gen Non-Engine/Transmission Horn staying on

2000, 2500 Ram. One morning I went out the garage to find the horn was sounding for no reason. It must have been sounding for a long time because 1 of the two horns were dead. I remove the electrical connector from the working horn to stop it. I inspected and tested the relay and there's no problem there. Did the horn switch in the steering wheel mysteriously fail during the night, or is there something else going on?
 
This happened to me a few years ago. Had to replace the airbag, you can't just replace the membrane inside...at least I couldn't.
 
Same thing happened to me on my 04.5. Melted the horn it was on so long. Had to replace something in the steering wheel cluster. Cost around $700!
