How can I attach a photo??

I've been trying to post a photo of Big Red the Second, but I haven't been successful. I'm able to get the file size down to less than 32K in .jpg format and that's as far as I can get.

I also get the error message when it is greater than 400 by 400 pixels. I used used microsoft ( evil empire ) picture it! software that came with my machine and used an option - something like "create web ready picture" that will shrink and size it to be posted.
