Engine/Transmission (1994 - 1998) How do I adjust the idle?

My 1998 Quad-cab, 12 valve, has been hard starting in the cold mornings, I posted a thread and was advised to attempt to start the truck with the pedal depressed a little, Well, I tried that, and it worked. Can anyone tell me how to adjust the idle up a little bit? The TDR website has saved by Butt four times now and I really appreciate the help.
