How do I edit a picture?

OK, I'm one of those guys who can stumble thru user friendly software, but I can't figure this out. I want to cut a piece out of a digital photo and make it a separate file. I can cut it out and move it around with my mouse but I can't figure out which commands will make it a separate photo. I'm using microsoft image resizer program, but have the same problem with photosuite.



Please help me get smarter.
 
If you have Microsoft Paint you can cut out pieces of a picture. You can also use the CROP command in most programs to get what you like out of the image. I can go into more detail if needed.
 
I guess that is what I need, more detail, specifically which drop down menus to go to and which commands once I'm there. Like I said, I can cut out the piece I want, then I'm lost. TIA
 
I don't have either program that you are using so I can't give you exact instructions but maybe this will help.

In most Windows programs at the top of the page you have "pull-down" menus... File, Edit, View, etc. First, select the area you want to cut-out then go to the Edit menu and select Cut or Copy. When you Cut or Copy anything in Windows the image or text is placed in memory. This memory is called the clipboard.

After you have Cut or Copied what you want, go to the File menu and choose New. This will allow you to create a new file. To place the information that you Cut or Copied from the original file, go to the Edit menu and choose Paste. The area that you are interested in should appear.
