Engine/Transmission (1994 - 1998) How does your stock air filter look?

When I change my stock air filter it has a residue covering kind of oily dirty on the out side. Does any body elses filter look like that ? Oh ya I removed the boot between the box and fender.

That is normal out here in Ca,but we have days you can see the air
