How much is to much for an engine?

A guy local to me is selling a 1st gen take out engine that of course "ran when removed" but needs injection pump rebuilt and is missing the turbo. The pump is not attached to the engine and it appears from the pics he has that the oil cooler, power steering pump (maybe the vacuum pump also), exhaust manifold and possibly the injectors have all been removed and tossed into a plastic tub. He's asking $2000 which I believe to be way to high being as its not a ppump motor and doesn't include a turbo. I have seen complete trucks without a title sell for that recently
I thought about picking it up to have for a future build. What would a fair price be for it?

to many unknowns, I would try to low ball it $600, or $700, ive had 2 friends buy running VE motors for $900 and $1200

To much. I have seen running engines sell for $1,000 or so. Its a core engine. I would only go $500 on it.

It as on letgo near me. I never even made an offer on it since I also was thinking around 5 to 600 as well knew we were just to far apart at his 2k asking price to really even make a deal.

I'm holding out for a ppump motor now anyway since that's what I really want

I got access to a p pump motor $2000, the ve's are 1000-1500
