Engine/Transmission (1998.5 - 2002) how slow can a lp die?

seems over the past several months my fuel pressure has dropped slightly. It is now 11psi at idle and 7psi running 90 on the interstate. I changed the fuel filter and expected it to come up a little... 14 at idle and 10 at wot. Could this be my lift pump? I figured that when they died, they would go quick.

LP's usually die slow. Mine started to go this time last year and by the time it was no good, it took the IP with it.
