I would like to polish my factory wheels as they are pretty nicked up. Also I thought it was a great idea to use oven cleaner to clean them a few weeks ago. NOT THE BEST IDEA !!! So i have two rims that look like CRAP. I thought there is a clear coat applied but I am not sure. I am not wanting to restore / refinish them just clean them up some.

Looks like you hit on the formula for "Drano" Lye and aluminum chips. A very reactive mix. When I had some ALCOA rims I had to bring them back from a semi sorry state. Pretty much like any polishing operation, wet sand with 400, 600,1000 with pads and blocks to keep the flat things flat and the round parts round. Then start buffing with metal polish. It's a ton of work, a good week end or so. I don't know what finish your wheel had originaly, high shine or mat. You could have them media blasted to a uniform surface and cleared or painted as many factory wheels are. Could be a good excuse to get new rims you've wanted.
