But air intake and exhaust mods will be at the top.

For a stock engine air intake and exhaust won't give you any gains, other than removing the cat converter possibly. A little timing advance and a light foot are the best economy boosters. Welcome Wagoneer. Nice truck camper. Not much you can do about mileage with that camper on top. I have a truck camper myself. I love it, but boy does it push air. The first two mods I would do to your truck is a set of 3k or 4k governor springs and replace your throttle positions sensor with a potentiometer. Those two mods will free up your motor and let it run like its supposed to.
