Engine/Transmission (1994 - 1998) HX40 wired shut?Best primary for twins?

I got my new to me 97 running yesterday. I had been running the HX40 with the waste gate safety wired closed on my other truck that was totaled. I am developing about 35psi of boost. My question is, does leaving the waste gate closed at higher pressure actually prevent more boost? Will there be a build up of back pressure or turbulance that wuould prevent more boost? What would be the optimal waste gate setting to get the most boost? Also, what would be a good primary turbo for the H40 if I go to a twin set up?
 
you were ok with it wired shut,but as you add fuel you will need to set the wastegate to limit boost to about 40psi MAX. I set them to start opening at 38-38 and a big hp truck it will spike 40 and come back to 39 or so. Id stay under 40psi if you want your hx40 to live a long life. With twins id set it to open at about 20psi as a starting point and tune it from there for lowest egt/max hp and correct total boost. My PDR twins with Don M mach 2. 5s hit 59psi of boost total and 34psi off the HT3B. I have the waste gate set to open about 18-20 psi. .
