There is a return fuel banjo at the very back of the head, if you remove the valve cover and reach over the head you can feel it. The line tee's in with the return from the vp44, try replacing the banjo washers on it and don't over tighen it, I believe the torque is 18 in/lbs so just snug it up.

Hey John check the fuel lines on top of the fuel tank. They will rust and leak little at a time. Check and check again and make sure for no leaks.
 
I had that problem with my truck to. I found that 5&6 injector lines were seeping where they went into the head. I retorqued them and no more smell. Mine was like yours though in that I didn't ever see a leak. Just looked wet around the injector line and i could smell it on my hands when I was checking the fuel fittings for leaks.
 
My 99 sprung a leak on top of the fuel filter where the wires go in for the fuel heater. Of course it only leaked while running.
