My new 12cm turbo has what looks like a removable ring at the inlet of the turbine on the intake side. It appears to be shaped to help smooth the airflow into the turbine. Is that the "silencer ring"? If so, how could removing it increase boost?

YESSSSS! You are absolutely correct! The ring will "smooth" the fluid intake air at the transition point of the machined inside diameter step. The silencing comes from reducing the turbulent wall effect of a sharp edged inside diameter change. Does it increase power or boost to remove it? NO.
Why did the 12cm's on the later engines have a "TRANSITION RING", while the earlier 16, 18, and 21cm's didn't? Because the 12's really spool up quickly, and they intake the compressor side air at an increased velocity.
As a matter of fact, I believe the TRANSITION RING is an enhancement to the charge air system, however small.
I have retained the ring in my '98, and I have enhanced the sound of the Cummins by several other methods.
