Personally I think TDR needs to do a few things to protect themselves and should have some better guidelines for the chapters to follow, but as of now it appears that we can do pretty much what we want. So far the chapters have been pretty sane, although the GLTDR guys are sometimes on the fence.
I suggest that you start by gathering email addresses of interested guys. Get them to meet regularly (same day and time, each week) in the TDR chatroom to talk about formation of the chapter. Before you get too far into it, you might want set an amount for dues, so you can pay for your own web presence with a chatroom and your own forum.
Send email to your members on a regular basis. Some of them won't be in the chat room very often and won't be aware of what's going on. They'll show up for some of the events, if they know when they are going to happen.
A lot of the GLTDR guys have bonded in our chatroom. It's strange, but we all seem to know each other before we go to an event, and it helps to break the ice once the event gets started.
I have a ton of ideas that may bolster the chapters, once they all are up and running. So get yours going and watch for the real fun to begin.
