This past friday, my brother was hauling a trailer with two tractors on it, and found out the hard way that he needs the TSB performed on his truck that deals with vacume pump leakage. Yes, he lost all breaks and steering on truck. Luckily, no one was in his way, and thank god for breaks on the trailer!



Anyways, I have found a TSB for vacume pump leakage, but I can only find the TSB number. Can anyone please find me the text, and any solution to this. I have been all through the TSB's hear, and on another website, and have only found the TSB number for this problem!

I suspect that your brother's truck lost the brake accumulator (the blue anodized cylinder next to the brake master cylinder). It is pressurized nitrogen and is intended to provide assist if the power steering system does not - stalled engine or whatever. His truck uses a hydraboost system with pressurized P/S fluid providing the brake assist. I bet that he walked out to the truck one day some time ago and found a puddle of P/S fluid on the ground. When the accumulator bursts, it pushes fluid out of the pump. Hard steering and no brake assist. Refill the P/S reservoir and the truck works fine - except no brake assist with the engine off. You can test it now in a large parking lot. Roll 2-3 mph, key off, and try the brakes. Hard pedal means time for a brake master cylinder. Hopefully it's under warranty because they are not cheap. I don't know if there is a TSB for this, but maybe there should be - I've seen a few guys here experience this.
 
Oops, you said vacuum and I assumed it was an older truck, on the newer trucks the only thing the vacuum runs is the climate control, cruise control and CAD. As noted above if you lose both brakes and steering it is usually a power steering pump problem.
