Engine/Transmission (1998.5 - 2002) Injection pump governor?

I have a friend with a 98 or 99 24 valve truck that has a power loss problem and took it somewhere that I told him not and they told him it threw a code that indicated a bad governor in the pump. I didnt think the 24 V had a governor but is puter controled so tell me how it is. I told him to make sure they checked fuel pressure first. What is the minimum pressure at idle and full throttle. He keeps saying he is going to join but is a major procrastinator.

Should be around 12 at idel and 7-8 at WOT.
