2nd Gen Non-Engine/Transmission Install Question for Bilstein Shocks

I just installed new bilstein shocks in the front and am not sure how tight I should bolt them down. The instructions were not very clear on that and I did not see any torque specs. Since you need to tighten them with wrenches I can't put my torque wrench on them.
 
Going from memory: I think there is a steel sleeve that goes in the center of the bushings and you tighten up the stud until the sleeve touches the metal "washers".
 
Thanks, I was not sure what that sleeve was for but I put it in the hole in the bushings and tightened until the washers were tight against the sleeve.
