intake heater problem

It seems that when the heater should short cycle, nothing happens. Mucho white smoke. When temps get low enough for a long cycle, everything's fine.
Any pointer on where to start?
I got my factory Dodge shop manual today for the '92. Bunches of stuff on the diesel. I'm impressed.
I was hoping I wouldn't have to wade through a few hundred pages and end up with a "jiggle this wire" cure.

It may be the air temporature sensor in the intake is going bad. Oncea gain, thats what was wrong with mine. The WAIT TO START light would only stay on for 10 seconds... no matter if it was -15 degrees out or not. I would have to cycle the heaters 2 to 3 times. Also it wouldn't post cycle either, like yours is doing. I would say check that out. All you other guys that know WAY more than I do jump in here anytime. I'm like a Cummins Diesel "student" here.
