Sounds like a resistor went bad. Don't know where it. Thought it was in side multi-function swicth. But could be under dash. Not at home so I don't have my fsm at my finger tips.
 
OK, motor apparently has two set of brushes. Low speed brushes and high speed brushes. Check connector to motor and wires. It is possible you got bad motor or bad multi-function switch.
In trouble shooting section. It states to check fuse-you got power so that should be OK. Switch- ? Wiring ? ground- should be Ok you got power. motor-?.
You should be able to run 12 volts/ground to the motor. Should be three pins= ground, slow, fast.(naturally check one speed at a time). if it checks out wiring or switch.
