It pays not pay your gas bill in Phila

Watching the local news last night when this story comes up. PGW (public gas works) is raising the bills of people who pay on time to cover the people that arent:mad. They have 140 million that is un-collected and by law,gas cant be shut off if you dont pay.

Just now finding out what lots already know. Millions are living on welfare because they can't afford to get a job, hey this is getting political, I better quit. bg
