Jacobs E brake surging

I just installed a Jacobs E brake on my 2003 and it is surging on and off at idle. I can go aroung and the solenoid is clicking on and off at about 3 second intravals. I checked the pin 39 wire that suplied the activation signal for the brake and it is giving about 4. 5 volts at idle. I suspect a TPS sensor, but would like to have some help to narrow down the problem.

When I isntalled my Pac brake, pin 39 was referenced as a ground input. I would make sure you have the correct pin. I have included a link to the Pac brake install manual. I have the Pac on my truck and we put a Jacobs on Dad's 06. The Pac install instructions were much easier in my opinion.
