Just installed Jake E-Brake this past weekend. Everything went well with the install. The directions state when the brake comes on at idle, listen for a audible change in engine sound, which it does. My question is, it also makes an air-like "wooshing" sound when activated. Is this normal? It almost sounds like a big rig with an air line leak.

Yes that is a normal sound. The sound you hear is from the exhaust gas going by the butterfly valve in the elbow. It does not block the flow completely but creates a resistance to the flow which increases back flow pressure and gives the braking power.
 
You need to check for an air leak... . There have been problems with the Jacobs unit in the past..... with the brake turned on and working look for air leaking around the connections to the turbo... .



Also recheck the connections after the first 200 miles or so... heating and cooling will allow it to work loose and the bolt needs to be retorqued... ...
