jd L100 no start hard crank

i've got a '03 JD L100 mower with a hard/no start problem. when key is turned starter acts like battery is dead. weak turning, till none at all, just clicking or nothing. just bought new battery 3 weeks ago, has highest cca, checked all connections, checked starter. could problem be starter relay?
