No, the Jordan only requires three (3) wires - the brake light wire from the truck is not used. Ramped single output and inertial controllers need to know when the truck brakes are activated - that's the signal they get from the brake light wire to "turn them on". The Jordan, on the other hand, knows when the brakes are activated from movement of the brake pedal sensed through the control cable, so it doesn't care about the truck's brake lights.
If you're not showing continuity with the trailer plugged in, I'd double-check the wiring between the Jordan and the trailer harness pigtail - the colors don't match. You have to wire match by function rather than by color. Secondly, I'd check the 7-pin connector (truck and trailer sides) to ensure that they're clean, dry and that you have solid grounds. I've found my factory 7-pin connector full of water and mud which resulted in high-resistance internal shorts - I had to disassemble it, clean it out and seal it with dielectric grease. You may also have to clean the contact blades and sockets of the connector - check the tension and be sure none are bent.
