Kayak/bike rack off the RV bumper

Have any of you used this type of rack? I found a website rvkayakrack.com and they make this type that uses the receiver hitch. This one in the photos is attached with U-bolts over the 4" tube. Looks pretty stable. I'm not interested in the receiver type. Thoughts on modifying this?

A lot of trailer "bumpers" I've seen are strong enough to hold a sewer hose and not much else. I would be inclined to fabricate some brackets that attach (bolt) to the frame.
