KDP and timing expert?

Hello folks. I live in kennewick and am going to buy a new 98 12v truck in spokane tomorrow. The truck has 190k miles and the KDP has never been tabbed or fixed to my knowledge. Anyone around the area know of an expert that could help with this? I don't mind paying the $$ or beer. I am fairly mechanical but a little gunshy to do this by myself. I'd also like to find someone that has the timing tool to check and set the timing at 15. 5*...
