2nd Gen Non-Engine/Transmission Keyless entry issues!

Okay- what's the problem when I use the remote on my 2002 to UNLOCK the doors just hitting the button once makes the horn go off like I've hit the panic button!?!?!?

Is the problem in the remote or somewhere else????
