Engine/Transmission (1998.5 - 2002) Killer Dowel Pin ... how can you tell?

No way AFAIK, On mine, nothing was visible to indicate an issue. Pulled the front cover and the KDP was out of the case about an 1/8th inch. "Just in time" comes to mind. One for sure way to know, however, is when you are missing a huge chunk out of the front of the engine front.
 
89 to 2002 all have the dowel pins(KDP) some of the 24 valves have a stepped timing case (enclosure with hole ). It seems TST and/or Genos has both washer tabs (one for non stepped cases and one for stepped cases).
