Lift pump minimum before replacement

I'm taking my truck to the dealer tomorrow to test the lift pump pressure (my new gauge says 6psi down the road and 9psi at ideal, sometime dropping below 0).



So that I don't get taken by the dealer, what is the minimum output of the lift pump (per Cummins specifications)?
