Engine/Transmission (1998.5 - 2002) Lift pump noise?

Should I be able to hear the stock lift pump come on when I turn the key to "run" ? When I open the water drain on the filter with the key off it only drips fuel (my 06 runs out alot faster) and when I turn the key to run it comes out a little faster. I am worried it may not be working. I am going to order a westach fuel guage on Monday. Should I not drive it untill I know the fuel press. for sure? Any other signs of a failed lift pump?

The lift pump should run for approx. 25 seconds when you turn the ignition key to the run position and BUMP the starter (but do not start the engine). While it's not loud, you should be able to hear it in a reasonably quite place.
