Engine/Transmission (1998.5 - 2002) lift pump

My dad has had trouble starting his 3500 (98), local truck shop said that it was the fuel filter letting air into system. I changed the filter (using fleet-guard) and still has the problem. He took it to the dealer and they said the lift pump was bad, so they changed it and now it still has the same problem, of course they want to do more probing and have mentioned the injection pump might be the problem. Any ideas?

Pump

Check fuel lines for cracking. Cycle the ignition switch two times and leave on to see if any codes in ecm. It could be lines that are cracked.
