The "Dodge/Cummins" aluminum plate that is bolted over the top of the six individual valve covers has lots of slop in its attachment. This "new" 96 is the only 12 valve I have ever seen inside the engine compartment, so I am not sure if it is suppose to cinch up tight. The are hard rubber bushings... . but when the bolts are tight, the panel can be moved up and down 1/4" on the bolts.



Is the normal?

It should be tight. If you just gotta have it, find something that would work in place of those bushings, or that can be added to them to take up the slack. Don't use metal washers or anything metal, as it will vibrate real bad and emit sounds from the engine that you'll think is bad etc. You'll think you have a ton of timing etc. If you have a Cummins distributor near by you might try having them look up new bushing/isolators for you, they are available.
 
Sounds like you are missing the thick washers that go under the cover. They are about 3/16 thick and would alow the movement you describe if missing
