Stealth Amnesty Is Still "Sheer Lunacy"

Last year's failed attempt to get Congress to grant amnesty to millions of illegal aliens has morphed into stealth amnesty. This devious plan is hidden behind a little card that looks like a California driver's license and goes by a strange foreign name: matricula consular.

Mexican President Vicente Fox has instructed his 47 consulates in the United States to issue these identification cards to Mexicans living illegally in this country, and they are lining up by the thousands to pay $29 to get one. More than a million were issued in 2002, and over a million older matriculas issued prior to 9/11 are still in circulation.



Since no one except an illegal alien would want or need a matricula consular, there must be some reason other than identification for the Mexicans' eagerness to acquire them. Indeed, there is.



The matricula consular is a let's-pretend I. D. designed to be used to access U. S. privileges and benefits to which aliens are not entitled. It's Vicente Fox's plan to circumvent U. S. federal immigration laws by lobbying state and local authorities to grant amnesty in incremental steps.



Simultaneously with the issuing of the matricula consular, Mexican consuls have been aggressively lobbying state and local governments and institutions to accept the card as though it were an American-issued I. D. As a result, 13 states are now accepting matriculas for the purpose of giving driver's licenses to illegal aliens.



Once an illegal alien gets a driver's license, he no longer needs his matricula consular. Eighteen of the 19 hijackers on 9/11 carried a driver's license, presumably the key to boarding the killer planes.



Starting with Wells Fargo and Bank of America, 74 banks now accept matriculas for the purpose of opening a bank account. No doubt the banks are eyeing the profits from remittance fees on the $9. 5 billion a year that Mexicans who are employed in the United States send back to Mexico each year.



According to shocking information discovered this week by the Center for Immigration Studies, the U. S. Treasury Department winked at this practice in a sly footnote to its report to Congress (10-22-02) on implementation of the USA PATRIOT Act (which was supposed to guard against identity fraud). Footnote #17 stated, "The proposed regulations do not discourage bank acceptance of the `matricula consular' identity card that is being issued by the Mexican government to immigrants. "



At least 800 police departments or cities from Los Angeles to Houston to Georgia to Chicago are now accepting the matricula consular. The card can serve to conceal criminal activity because it makes the police less likely to run background checks, take fingerprints, deport, or search for fraudulent documents.



In her first newsworthy action since becoming House Minority Leader, Nancy Pelosi (D-CA) got the federal building in San Francisco to accept the matricula consular as valid identification to enter the building for purposes formerly reserved to people carrying American- issued I. D. But within a week, on January 21, the General Services Administration (GSA) suspended recognition of matriculas pending an investigation.



A dozen House members sent a letter to Secretary of State Colin Powell on January 7 stating that the matriculas are issued by the governments of Mexico, and some other Latin American countries for "the express purpose of evading U. S. law. " Their letter also charges that "the active lobbying of local and state governments by consuls of foreign countries is a breach of international protocol. "



Colorado Governor Bill Owens sent a letter to the Mexican Consulate General asking the Mexican lobbyists to register as foreign agents. After all, U. S. citizens who lobby for a foreign government are required to register.



The U. S. institutions that accept the matricula consular do so on the assumption that it really does identify the bearer, but there is no assurance of that. The consulates don't authenticate the documents presented by the Mexicans, don't do background checks, and have no database network to reject duplicate matriculas to the same person.



The matricula consular facilitates illegal entry and residence in the United States and serves as a coverup for this and other crimes. It is a federal crime under Section 274 of the Immigration and Nationality Act to encourage an illegal alien to remain illegally in the United States.



If our immigration authorities want to locate illegal aliens in the United States, all they have to do is drive a bus up to the lines of people standing outside of the Mexican consulates.



A backlash has set in against this racket of pretending that the matricula consular is a lottery ticket redeemable in benefits available to U. S. citizens. New York City, New York State, and some cities in Michigan, Florida and Arizona have voted not to honor the card.



Rep. Tom Tancredo (R-CO) will introduce legislation this week to deal with the fast growing deceptions caused by use of the matricula consular.

Interesting thought. . I don't really have a comment at this time on the illegal / legal status of Mexican immigrants, but I have another concern, hopefully not too off topic since it was mentioned.



As someone who typically boards an airplane (at least twice a week) for business purposes I cannot help but think what a sham the drivers license is in the first place. I for one do not feel secure that this is the one thing that allows me to board a commercial airline flight. My drivers license was actually checked three times boarding a flight out of Sacremento last week! But... As many under 21 year old persons could probably tell you... They can be faked and often are.





So why would the all powerful and rich terrorist cells that we have come to fear not be able to produce an ID of there own?



I would like to think this won't be the primary argument against this matricula consular. There are lots of other good ones. . Does purchasing the Matricula Consular demand that the immigrant officially register with his employer and pay taxes? If so, maybe its not quite as awful as it sounds... At least they will provide something other than labor. But again my concern is over the actual 'Proof of ID' concept of the card, of which both the license and this document are probably too easily faked. And won't help anyone, especially if they can register for more than one.



We need a better way... . Sorry for the half raving rant, must be the orange threat level.

Prior to August of ’98 I did not have a racist bone in my body. 4:00pm on a Saturday afternoon My wife (then girlfriend) were riding my motorcycle to her parents house for a BBQ. We had a Ford Tarus with no less than four Mexican nationals slide past us sideways, up a hill, then they came straight across and T-boned us. An image that will be forever burned in my mind is the fact that the look of fear that you normally see on the face of someone whose car is sliding out of control in street traffic…was replaced by the look of laughter. All four of them were having the time of their life, as my Goldwing fishtails and rolls, and we go sliding down the street on our backs.



I was on my feet before the bike stopped moving to locate the driver so I may have a discussion about his driving abilities and just exactly how I feel about them. The car had exited the road and landed in an apartment complex parking lot. They turned the car around and continued on their merry way, almost running over my girlfriend who was still laying in the street. I found out later that the “suspects” had been racing down this particular street for 80 blocks, and had run no less than 5 people off the road already. Fortunately there was someone who had been trying to get caught up to assist the police in catching them, and followed them for another 3 miles before he lost them in a parking lot, across the street from where they lived.



The police were given the license plate number and were at the residence within 20 minutes of the accident. The car was there, and still nice and warm. The woman who answered the door said “Yes that’s my boyfriend car, no he’s not here, he is in Mexico visiting family. I don’t know who he loaned it to while he was gone. No you may not come in. Do you have a warrant?”



Ramon Marquez Gonzales was arrested for a warrant on a positive ID from the accident, a month and a half later, while being stopped on yet another traffic violation. He had cash in hand to bail himself out in record time. The detective that was assigned the case said that she had spoken to the INS, “We are aware him, and his activities in the area. ” What the hell is that supposed to mean? He was running around using four variations of his name as aliases, but for some reason he is still in this country illegally. “He is not a major concern for the INS. ”



What surprised me is that he actually showed up to the first court appearance. When he found out that he was facing no less than 2 years in jail for the 7 different charges stemming from the accident, he conveniently disappeared, or changed his name again. Justice falls on it’s face once again, as he had another warrant issued for a Failure to Appear, for $1000 ($500 less than the first bond). When I informed the Judge that he was already out on bail from the accident, she replied “There is no record of that here. Someone has this case all screwed up. You will have to take it up with the District Attorney. ”



I’m the victim, my bike has been totaled, and my girlfriend is having nightmares about this three months after the fact, and I have to take it up with the DA while this illegal alien has more rights than I do because he is not a citizen, and the INS has bigger fish to fry than a habitual traffic offender who commits vehicular assault for entertainment? We all know that he is more than likely still living in Denver, working as an illegal on a construction site or some such operation, and will more than likely never face the penalties that we as us citizens have to face when we break the law.



They actually have a choice situation. They break the right law, the INS deports them, POOF!! A free vacation back to the homeland to visit the family, and right back across the border after a week or so. “But we have to be more forgiving and understanding of our brothers south of the border. Give them a chance to succeed. ” To quote our nations leader. Meanwhile I have been unemployed for 9 months because the manual labor market is saturated with them, I can’t go to a McDonalds or any other fast food restaurant and order a freakin’ happy meal because “No Habla Engleas. ” I have even been turned down a couple of jobs because I don’t speak Spanish, and I have to be able to communicate with my coworkers. Someone help me out here. What country are we in, and what is the national language?



After my little incident I find it VERY DIFFICULT to avoid those racist tendencies and hold my tongue. It sickens me that I have to scrimp and save when I was working just to make my payments on a $30 vehicle, when I see them romping around in a $50 Lincoln Navigator, lowered and converted into a Mexican Bass Boat, knowing well that I was making easily twice as much as them. “Give them a chance to succeed. ”



HEY GEORGE, FOCUS ON YOUR OWN PEOPLE FIRST!!!



Mine the borders to the likes of which God has never seen. I would have more respect for those that survived the crossing. Those I would give a chance to succeed.



Someone declare open season on them. A bounty paid for each one brought back to the border, and tagged so we will know when and where they try to cross again.



I apologize if I have offended anyone. My rant is done, and I feel no better.

I have seen bad and good in every race out there. I work with a little green card holder who just had a baby and works as shovel labor everyday of the week. He shows up everyday to work and works on weekends for the local farmers. All of this for little over minimum wage and no benefits. He saved up $800. 00 for his babys delivery and had it stolen by lowlifes two weeks before his wife had her baby.



In the same breath, I have seen white people on welfare. We do have many hispanic in my area on welfare. Most are second or third generation welfare and moms that continue to have babys to draw more money. These are not imigrants or illegals, they are citizens that know how to work the system.



We have to remember that all of us came to this country as imigrants at one time.

Here in Phoenix lately the news will show a truckload of illegals along the road after the police pull them over for a traffic violation. Police call INS but they don't have the manpower to come out and pick up illegals so the cops let them all go.



Something is very wrong here!

The one thing that I have noticed is that the Mexican Immigrants as a rule, don't bother, nor care to learn our language. Every other nationality that I have seen in this country speak some English, and you can at least communicate with them. Russian, Polish, Arab, Asian, they all have enough respect to learn the local language. Go visit a foreign country. You are expected to speak the local language, period.

I too have worked with a crew of green card holders. Hardest thing in the world for me to do, especially when one of them could have been the brother of the ** that pulled the hit and run on me, the resemblance was so close. One spoke fair English, another spoke broken English, the twin brother spoke none and consequently the problem child of the bunch. It took me near three months to get used to the idea of having them around. The "Crew Leader" was a real nice guy that was trying to make it. Wife, kid, and working two jobs. Had his vehicle stolen by the no speaka engleas, got a new one, loaned it to his brother who was in a hit and run with it then scurried out of town leaving him holding the bag. He was getting screwed over by his own people.



I have also seen good and evil in every nationality. I am most embarrassed by our own "America the Brave, Land of the Lawsuit" mentality towards EVERYTHING. But by and large, the Mexicans (after all we are in a democracy, and the majority rules) are the biggest problem. They are quite blatant about coming across the border to have us pay for their babies, feed and support them, and send it all back across the border.



In retrospect, I suppose we are getting our just dues. After all, we took SO Cal, Arizona, Texas, and New Mexico from them in the same fashion that they are doing to us. Whey back when, in the before time, Americans were invited to come to Mexico and build a life, and settle the great southern plains of North America. The only requirements is that we were to become Mexican Citizens, and Christians. We flooded the land, built families, and said to the Mexican President, "Thanks for the land, but we are going to re-neg on the deal and stay Americans. Besides there are more of us than there are of you, so we win. This is the New American Territory. " The Mexicans at the Alamo were only doing what we would have done, and have done in a domestic uprising, or invasion, except they lost.



Near 200 years later, they are going to breed us out, and take back what they lost, plus interest. The problem is, our government is encouraging this.

Your not the Lone Ranger sticks , there was a TV News story(one of those 60 min. type shows) I saw a while back talking about several incidents about Mexicans from Mexico that were in the U. S. driving there 18 wheelers and had wrecks that had kill'd U. S. citizens and they went back to Mexico and there was nothing that could be done about . Just think whats going to happen when they open up the border and let all those Mexican trucks come over here . Who you gonna call if one runs into you , Ghost Busters and who gonna sue Mickey Mouse. I was talking to one of the D. O. T. Troopers the other day telling him about a dump truck( that was being driven buy a Mexican by the way ) that had so much smoke coming out the stack that I couldn't see behind it . He started telling me all kind of things those Mexican dump truck drivers do now that is illegal (registered under weight , tread showing on tires , bad brakes , red fuel , overloaded)

Oh and one other thing sticks , I went to a equipment operating school about three years ago and one of the people in the school was a guy in his early twenties and he was in the Rodeo Circuit riding bulls and one of the requirements was the last bull he had to ride,he would go to Mexico and ride a Mexican Bull . He told me the most baddest bulls are in Mexico . He said that you must and will ride a bull and stay on it through the required min. and you will stay in Mexico till you do . He said that a Mexican family will (hoist) give you a place to stay in their house during your stay in Mexico . He said he ended up staying longer than most of the riders because most of the riders would get him to ride for them because they could not stay on long enough. He said that there are two different type of Mexican people over there and that the ones he dealt with want to learn English . He said that they would have Americans come to their area and pay them to teach the people in the area how to speak English . He said the ones he dealt with did not want to leave Mexico . He told me that he was treated like a King over there and he could not keep the girls off of him and that the girls were attracted to blond hair, blue eye males. He told me that we are getting the (let me see if I can be politically correct here) lower class Mexicans over here . He said he knew that it would be hard for me to believe all of this . We spent more time listing to him than we did the teacher , heck the teacher even started listing to him . I never knew that a young twenty year old could talk and make so much sense but then again he was raised in the country on a farm

I have no doubt that we are by and large getting the sludge from the bottom of the barrel crossing the border, but I would just as soon the United States did not become the foster parents for the half million or more problem children hopping the fence and breeding like rabbits.



I have never visited Mexico, and I doubt that I ever will. I am too much of a stubborn head strong individual and too set in my ways and beliefs to try to cope with the issues that I have. Maybe in 5 or 10 years I may mellow out, or encounter enough good people from the south to make me change my views, but unfortunately I get daily reminders of why I am the way that I am. Sorry.

Get away from the border towns/tourist traps and Mexicans are about as nice a people as you'll find anywhere. At least that's been my experience in Baja.

We have one of the largest tree nurseries in the US around here . [ SW Ohio] I guess the people who want to work are willing to travel farther. I have not heard of one bad thing they have done. The nursery is owned by second generation Germans

I also believe that a country unwilling to protect its borders needs to fire the director of Homeland security. Duct tape indeed!

I live about 15 miles from Mexico-Northeast (Reading, PA) find ANYONE that lives in the area and mention going to Reading at night, NEVER. The large majority of hispanics (mexicans and puerto ricans) have ABSOLUTELY NO RESPECT for law. I did a 14 hour ride along with a fire department deputy chief and was simply amazed with the lack of respect, hispanic pedestrians, hispanic drivers etc simply WOULDN'T get out of the way, no matter what, it got to the point where a group of about 10-15 15-17 year old "hispanic" males walked down the street in front of an Engine and the chief's car, full lights and siren and wouldn't move. The deputy got on the PA and said, quite calmly "What the hell do I need, a spanish speaking siren" They moved, and cursed at us and made gang signs etc.





We also have an influx of mexican truck drivers up here, often driving american "tagged" trash transport trucks from NY, expired registration, no CDL, brakes shot etc. They have a bad habit of coming down I-176 on to PA route 10 and losing all brakes and rolling on to route 10, spilling 30 tons of trash all over the road, we lowly volunteer fire fighters get the great privledge of not only scraping the truck off the road, but assisting in a volunteer trash clean up.





Reading is a city of 100,000 and has the second highest murder rate of city in PA and 13th OVERALL in the united states, NOT PER CAPITA
