What kind of boost should I expect with a disabled wastegate in a '94 with a #10 plate in the stock location and a 175 pump? I've got the wastegate line blocked (allen screw on the boost elbow turned all the way in) and I'm getting about 25 - 30 lbs. From what I've read in other posts, I would expect to go over 30 lbs easily with my set up and a disabled waste gate. Am I wrong, or should I be seeing more boost?

By the way, I don't have much trouble pushing the EGT past 1200 when I have the elbow set to give me 25 lbs max (I haven't been able to get on a steep enough hill to max the EGT since closing off the elbow), so if theres a problem I don't think its a fueling issue. I've actually been playing with the boost elbow to try to keep the EGT down, but 29 - 30 lbs is as high as I can get the boost to go.

You won't go over 30 PSI if the timing is stock. If you have the boost elbow hooked up then the waste gate is not disabled. If you have the 10 plate I would plug the waste gate signal and you may see more boost but like I said you will need to advance the timing to get more boost.
