Engine/Transmission (1998.5 - 2002) low boost?

Hi, first time post long time reader, hope i can get some help with my boost problem, i installed a super b turbo and mach 1. 5 at the same time, also have a smarty downloader, my problem is there is huge turbo lag, doesn't seem to start spooling until 15-1600 rpm's then will not go past 32. 7 psi, i have the x monitor, i have adjusted the waste gate arm and also installed a small restricter on the boost elbow, from what i have read and heard i should with no problem be getting 40 psi + ? i does seem to dump lots of black smoke when taking off from a stop under heavy right foot. any help would be appreciated and thanks in advance

Does the smarty have a boost fooler? If not that may be a problem. I think you may be at the right boost. I dunno if you have the fuel to make 40lbs of boost. With my edge ez on and mach 4's I don't make 40 lbs and I know I'm pushing more fuel than the smarty and 1. 5's. You could check your intercooler boots. Also what are your egt's at? The turbo lag is probably just that, turbo lag.

Probably need more fuel to get to 40lbs boost. :{
